IPH provide evidence to NI Assembly Communities Committee - Licensing and Registration of Clubs (Amendment Bill)

Dr Helen McAvoy, IPH Director of Policy and Dr Joanna Purdy, Public Health Development Officer presented evidence to the NI Assembly Communities Committee on the Licensing and Registration of Clubs (Amendment) Bill on 27 October.

IPH evidence highlighted the following:

  • Alcohol licensing laws are important from a public health perspective.
  • Information systems need to adequately monitor the public health effects of the changes proposed in the legislation
  • International evidence indicates increased licensing hours may be associated with increases in alcohol related harm.
  • IPH advised a ‘start low, go slow’ approach in terms of the number of additional hours granted and to commit to investing in a comprehensive independent evaluation of the impact of the legislation within 5 years of passing the Bill. 

IPH also submitted a written submission to the Committee on the issue which will be available in time.
